About the Department

In the Commonwealth of Pennsylvania county commissioners oversee the operations that are specified by the state of Pennsylvania. Three County Commissioners are elected every four years to manage and administrate the business of the county.

Department Services

In their duties the County Commissioners appoint citizens to boards, commissions and authorities, advertise and award contracts and adopt the budget of the county. To assist the Commissioners with their administrative duties they appoint a Chief Clerk who is responsible for advertising, contract negotiations, aiding the commissioners with the development of the budget, and the day to day management and operations of the county. The Chief Clerk is also responsible for keeping the books and accounts of the Board of County Commissioners, and the recording and filing of their proceedings and papers. As administrators of the county the Commissioners oversee approximately 761 employees 507 full-time and 254 part-time. In addition to serving as the Board of County Commissioners, the Commissioners serve as the County Board of Elections, Registration Commission, the Salary Board, Prison Board, Retirement Board, and Board of Assessment.


Ed Bustin:
In March of 2015 Ed Bustin was appointed by Bradford County President Judge Maureen Beirne to complete the unexpired term of Commissioner Mark Smith upon his accepting a position in Governor Wolfe’s administration. Ed has an associate’s degree in Fire Science Technology and a long history of service as a volunteer firefighter and EMT in Bradford County. Ed also serves, or has served, on several boards of director including the Endless Mountains Transportation Authority, Ny-Penn Leadership, and Greater Valley Emergency Medical Services, where his is serving his third year as board Chair. Before his appointment to the County Commissioners, Ed was the Safety, Health and Environmental Manager for Masco Cabinetry in Athens Township, a position he held for 15 years. Prior to that Ed worked at the Robert Packer Hospital for 18 years, starting as an orderly, and ending his career at Guthrie as the Manager of Safety and Security. Ed lives in Sayre with his wife Terry who is an Athens Area School District Teacher.

Daryl Miller:
Daryl Miller Former Co-Owner and CEO of Cornell Industrial Corporation is in his second term as Bradford County Commissioner. Daryl brings with him to the Commissioner’s office over three decades of business experience. Daryl began his career at Cornell in 1974 working his way up through the company while continuing his education, starting out in an entry level job he moved up within the company, becoming a shop floor manager, equipment designer, sales manager, plant manager, Executive Vice President, ultimately becoming CEO and Co-Owner. Daryl looks forward to the next 4 years with all the opportunities and challenges we will have in our county, to be a part of positive change within our county. Daryl lives in Terry Township with his wife Kay. As a father and grandfather and life long resident of Bradford County his desire as a County Commissioner is to insure we hand our future generations the opportunity to prosper and grow in this beautiful county.

Doug McLinko:
Doug McLinko, graduated from Towanda Area High School in 1976. He has owned and operated various businesses in Bradford County for over 25 years. Mr. McLinko has 4 children, Anthony, Bradlee, Marisha, and Ashley. He was the Chairman of Wysox Township Supervisors for 2 terms. During his term as supervisor he lowered taxes by 17% and Wysox Township is now one of the lowest taxed townships in the state of Pennsylvania. He is the Chairman of the Bradford/Sullivan County Salvation Army Service Unit, President of Wysox Chamber of Commerce, a member of the Wysox Planning Commission, Wysox Municipal Authority, Independent Order of the Odd Fellows, and Member of the Masonic Lodge, Rome PA. Doug also serves on the Republican Committee and the Republican Executive Committee.

Chief Clerk

Michelle Shedden:
Michelle Shedden began working for Bradford County in 2001, and became secretary to the Commissioners in 2005. She was appointed as Chief Clerk in 2011 and is Secretary of Retirement for Bradford County. She is responsible for the recording, attesting and preservation of County Records, the administration of oaths, directing the completion of all actions required by the Board of Commissioners which includes budgetary and fiscal operations, and personnel matters. Michelle and her husband Bryan live in Leroy Township. Bryan is a partner in the family dairy farm and they have three children and one grandchild.

Public Meetings are held the 2nd and 4th Thursday of each month at 10:00 am in the Commissioners Conference Room at the Bradford County Courthouse
