The EMRC&D Council's board is made up of one representative from each county Conservation District, one representative of each county's elected Commissioners, and two At-Large members. The commitment from Council members is to plan and carry out projects in response to the needs and wants of the communities they represent, The Endless Mountains Resource Conservation and Development Council will lead a diverse group of stakeholders in the sound conservation and stewardship of the region’s natural resources. The Council will promote the rural quality of life and its economic stability through organizational efforts, education of communities, technical expertise and sponsorship of projects. The Endless Mountains Resource Conservation and Development (EMRC&D) Council was established in 1964 and included Bradford, Sullivan, Susquehanna, Tioga, and Wyoming Counties.
